Electrical Panel Upgrade Quote Checklist: 12 Details to Verify
An electrical panel quote is only comparable when it identifies the same finished job. Before weighing totals, confirm whether each contractor priced a like-for-like panel replacement, a capacity increase, or a service upgrade that also changes the meter-side equipment, conductors, grounding, permits, and utility work.
That distinction explains many large price gaps. Two proposals can both say “200-amp upgrade” while one includes the meter socket, specialty breakers, permit, and utility coordination and the other leaves those decisions—and their costs—for later.
First, pin down what is actually being replaced
The panel is one link in the service path. Depending on the house and proposed capacity, the project may also involve the meter socket, exterior disconnect, service-entrance conductors, overhead mast, underground conduit, grounding electrodes, utility connection, and individual circuit breakers.
Ask each contractor to describe the work in plain language. Industry labels are not always used consistently, so the written equipment and labor list carries more weight than the project name.

Do not assume that an empty breaker space means the home has enough capacity. Physical room for another breaker and available service capacity are separate questions. Breaker-handle ratings also cannot simply be added together because household loads do not all operate at their maximum rating at once.
When an EV charger, heat pump, electric range, water heater, or addition is driving the project, request the accepted load calculation or demand assessment. It should account for other planned equipment, not just the appliance being installed first.
What the equipment portion should show
1. The documented reason for the work
The estimate should connect an observed condition or planned load to the recommended scope. Possible reasons include physical damage, corrosion, heat damage, unavailable compatible components, inadequate breaker space, or insufficient capacity for new equipment.
“Panel is old” does not explain why full replacement is necessary. Ask for photographs and a written description. A homeowner can safely record the closed panel, directory, exterior meter, and labels visible without removing covers. Leave internal inspection to a qualified electrician.
Brand name alone is not proof that a panel is recalled. The U.S. Consumer Product Safety Commission’s June 16, 2022 recall covered specified Square D QO plug-on-neutral load centers with particular catalog numbers and manufacturing date codes—not every Square D panel. On installed indoor equipment, a qualified electrician may need to locate identifying codes that are not visible to the homeowner.
2. Existing capacity, proposed capacity, and the calculation
The proposal should state the existing service rating, proposed rating, and whether the work increases usable capacity. Replacing a damaged 200-amp panel with another 200-amp panel is not the same project as converting a 100-amp service to 200 amps.
If added load is the stated reason, check the calculation’s assumptions against the household’s plans. A design that includes an EV charger but omits a heat pump planned for next year may clear the immediate hurdle while preserving the larger constraint.
More amperage is not always the only workable answer. Depending on the loads and locally accepted design, efficient appliances, controlled charging, circuit-sharing equipment, or a listed energy-management system may reduce peak demand enough to avoid or defer service work. The electrician, utility, equipment instructions, and local authority must accept the arrangement.
3. Panel identity and usable space
“Install new 200-amp panel” leaves important choices unsettled. The quote should identify the manufacturer or product family, enclosure type, panel rating, main-breaker rating, number of full-size spaces, and indoor or outdoor location.
Ask how many unused spaces will remain after every existing and new circuit is installed. Published circuit counts can depend on where tandem breakers are permitted, so a high number on a product sheet does not guarantee a flexible final layout.
Mention future solar, battery, generator, workshop, HVAC, or bidirectional-charging plans before equipment is selected. The bus rating, main-breaker arrangement, location, and remaining spaces can affect those projects later.
4. Breakers and circuit labeling
The breaker package can materially change the total. The estimate should say which existing breakers will be replaced, which may be reused, and how AFCI, GFCI, dual-function, two-pole, or other specialized breakers are priced.
Convert “breakers as needed” into a stated quantity, an allowance tied to a quantity, or unit prices by breaker type. Otherwise, a low bid can climb after the old equipment is removed and the required mix is confirmed.
The closeout scope should also require an accurate circuit directory. Labels such as “lights” or “bedroom” are not very useful in a house with several rooms and mixed circuits.
Where low bids often leave uncertainty
5. Meter socket and service-entrance work
The quote should identify what happens to the meter socket, service conductors, conduit, weatherhead, overhead mast, attachment point, and underground or overhead feed. Each component should be marked for reuse, modification, replacement, or separate utility work.
Some conditions cannot be confirmed until power is disconnected and equipment is opened. That does not justify an unlimited extra-charge clause. The proposal can state the contractor’s assumption, the condition that would invalidate it, and the price or pricing method for the likely alternative.
For example, the agreement might say the existing meter socket will be reused if it passes inspection and utility review, while a required replacement needs a written change order. The wording will vary, but the cost trigger should be understandable before the outage begins.
6. Grounding, bonding, disconnects, and surge protection
A catchall line such as “bring service to code” is too loose for bid comparison. Ask what grounding and bonding work is included, such as grounding electrodes, the grounding electrode conductor, water-pipe bonding, and the intersystem bonding termination.
The estimate should also address service-disconnect and surge-protection equipment when required by locally adopted rules. As of September 2026, NFPA lists the 2026 National Electrical Code as the current national model. A state or city may still enforce a different edition with amendments, so the contractor should identify the code baseline used for the quote.
7. Permit, inspection, and correction boundaries
Confirm who obtains the permit, who pays the fee, which inspections are included, and who corrects the contractor’s work if it fails inspection. If the fee is an allowance rather than a fixed inclusion, the quote should say so.
When one bidder includes several corrections and another includes none, send both the same question: Which corrections are required for approval of this permitted project, and which are optional improvements?
A panel replacement does not automatically mean every untouched circuit in the house must be rewired. The work can, however, reveal conditions that must be corrected before approval. The contract should explain where the quoted scope ends and how newly required work will be authorized.
8. Utility application, shutdown, and reconnection
The electrician, permit office, and electric utility may control different pieces of the schedule. A complete quote identifies who submits the utility application, supplies load information or drawings, arranges disconnection, and requests reconnection after inspection.
Procedures vary by utility. In its panel-upgrade roadmap available in September 2026, PG&E says new load additions in its California territory require an application and evaluation. Its roadmap lists up to 30 days for the load-assessment step and explains that the utility checks whether nearby infrastructure can handle the proposed demand. That is one utility’s process, not a national timetable.
Ask the serving utility how it classifies the job: like-for-like replacement, added load, service upgrade, or relocation. Also ask whether transformer, service-drop, or underground-lateral work could affect the cost or schedule. “Utility coordination included” should describe the contractor’s tasks, not promise an outcome outside the contractor’s control.
9. Allowances, unit prices, and change orders
Search each proposal for “allowance,” “if required,” “as needed,” “TBD,” and “additional cost.” For every occurrence, ask what assumption or quantity sits behind it.
Not every concealed condition can be priced in advance, but the contract can establish a calculation rule. Unit prices may be appropriate for specialty breakers, additional conductor or conduit length, defined grounding work, or labor beyond a stated condition.
A written change order should identify the discovered condition, revised work, price difference, and schedule effect. This matters during a panel project because a homeowner may feel pressured to approve extras while the house is without power.
Costs outside the electrical box belong in the audit
10. Wall, siding, trench, and finish repairs
Electrical contractors do not always patch drywall, repaint walls, repair stucco, replace siding, restore landscaping, or correct trench settlement. The quote should mark each likely repair as included or excluded.
An exclusion can be reasonable when another trade is better suited to the repair. The problem is an exclusion with no responsible party or budget plan. Photograph the work areas and access path before installation, then find out whether finish work must wait until the electrical inspection is complete.
11. Schedule, outage plan, payments, and delays
Separate the electrician’s installation time from the full project timeline. Utility review, permit approval, equipment availability, inspection, and reconnection may happen on different schedules.
The contract should provide an estimated start window, expected on-site duration, likely outage period, payment milestones, and a process for delays. It should also say how long the price remains valid and whether documented changes in permit, utility, or material costs can be passed through.
Deposit and home-improvement contract rules differ by state. Check the relevant state licensing or consumer-protection agency rather than relying on a national rule quoted by a salesperson. Tie payment milestones to identifiable progress.
If anyone in the home relies on powered medical equipment, refrigerated medicine, a well pump, a sump pump, accessibility equipment, or electric heating during dangerous weather, discuss the outage plan with the appropriate qualified professionals. A hoped-for same-day reconnection is not a contingency plan.
12. Warranty and the closeout file
Manufacturer coverage and contractor workmanship coverage are separate promises. The proposal should state the length of each warranty, major exclusions, transferability, and the process for requesting service.
Define the documents due at completion. A useful closeout file includes the final invoice, inspection or permit record, circuit directory, equipment documentation, warranty information, and utility approval associated with the project. Retain the load calculation and approved plans if the work supports solar, HVAC, storage, or EV equipment.
A realistic quote audit
Hypothetical scenario: A homeowner with a 100-amp service plans to add a heat pump and EV charger. An electrician’s load calculation supports either a 200-amp service upgrade or an approved load-management design. The homeowner receives three proposals:
- Quote A: $5,240. It says “200-amp panel upgrade,” but the permit, meter socket, specialty breakers, grounding corrections, and utility work are marked “as needed.”
- Quote B: $7,180. It includes a named 200-amp panel, meter equipment, a defined breaker package, grounding work, permit, inspection, and utility application. Wall repair is excluded.
- Quote C: $6,390. It retains the existing service and uses a listed load-management device to control EV charging during high household demand. Permit and commissioning are included.
These figures are illustrative, not market-price estimates. Quote A cannot yet be called the cheapest because several necessary items have no quantity or price rule. Its comparable cost is still:
$5,240 + permit + required meter work + specialty breakers + grounding corrections + utility-related charges.
Quote B is the clearest choice if the homeowner wants the quoted capacity increase, values room for additional loads, and confirms that the utility-side work is feasible. Quote C may be the better fit if the utility and local authority accept the design and the homeowner is comfortable with controlled charging rather than unrestricted simultaneous demand. It is a different solution, not a discounted version of Quote B.
The immediate next move is not to pick one. The homeowner should ask Quote A’s contractor to identify the meter scope, permit responsibility, breaker quantity, grounding assumptions, and utility tasks in writing. Only then can the proposal be compared with Quote B. Quote C should be evaluated separately against the household’s operating preferences and future plans.
Normalize the proposals before comparing totals
Make one worksheet with four categories: included, allowance, excluded, and unstated. Sort every major part of each proposal into one category. A verbal promise belongs in “unstated” until the contractor puts it in the written quote.
Use this audit formula:
Comparable project cost = base quote + excluded work you must purchase + reasonable allowance exposure.
Do not invent a number for a completely unstated item. Flag it and request clarification. The purpose is not to predict every dollar; it is to prevent an incomplete base price from looking cheaper than a proposal that already includes the full job.
Send the same questions to every bidder. If one response reveals that the meter socket must be replaced or a utility application is required, allow the other contractors to revise or confirm their scope. The goal is not to pressure every bidder toward the lowest total. It is to make the totals describe the same result.
Choose the remedy before choosing the contractor
A like-for-like panel replacement makes sense when replacement is supported by the equipment’s condition but no capacity increase is needed and the remaining service equipment can be reused. A broader service upgrade is the clearer path when an accepted calculation shows more capacity is required or when service-side components also need replacement.
Load management deserves consideration when it is accepted by the electrician, equipment manufacturer, utility, and local authority—and when the household accepts its operating limits. It can avoid unnecessary infrastructure work in some homes, but it may offer less flexibility for future loads.
Seek another diagnosis if the first proposal leaps from a vague symptom to full replacement without documenting the defect. A failed compatible breaker, directory problem, or separate load constraint may call for a narrower project. Significant heat damage, corrosion, a damaged bus, unavailable approved components, or verified recall coverage can support replacement.
Burning odors, smoke, visible arcing, heat damage, buzzing, or repeated unexplained tripping are safety warnings rather than bid-negotiation issues. Do not open or touch the equipment. Contact a qualified electrician promptly, and call emergency services for fire, smoke, or an immediate threat.
Before signing, complete these steps in order
- Write down the project goal: replace damaged equipment, create breaker space, add capacity, or support named future loads.
- Ask each contractor for the load calculation or condition evidence supporting the proposed remedy.
- Mark every scope item as included, allowance, excluded, or unstated.
- Confirm permit and utility responsibilities with the local offices or serving utility when the proposal is unclear.
- Request quantities or price rules for foreseeable extras, especially breakers, meter work, grounding, and repairs.
- Compare the normalized project cost, operating tradeoffs, schedule, and warranty—not just the front-page total.
- Sign only after material clarifications and promises appear in the contract or attached scope.
A signable proposal lets the reader trace the job from the utility connection to the final breaker label. Once the capacity decision, equipment, permits, outage responsibilities, exclusions, and change-order rules are visible, the quoted total finally has enough context to judge.
